International Fuel Prices
Fuel taxes are an important source of revenue for the financing of the transport sector in that they charge road user the costs of transport infrastructure, particularly roads.. A suitably framed policy of fuel taxation can yield the financial resources necessary to maintain, manage and and develop the road system.
Experience shows that in many developing countries, a tax of approx. 10 US cents per litre is sufficient to cover the long-term financing of the existing trunk road network. As another general rule of thumb, an additional 3-5 US cents per litre can yield a stable source of revenue for the financing of urban roads and public transport.
Furthermore, numerous countries earn revenues through taxation on petroleum products, which can be used for financing transport and providing social services such as schools and healthcare.
In addition, fuel taxation can also be used to shift the burden of the indirect negative effects of transport (so-called external costs of transport such as environmental pollution, noise, congestion costs, etc.) onto transport users.
“International Fuel Prices” is a long-time effort of GTZ (German Technical Cooperation) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) to provide decision-makers with data on fuel prices on a global scale. The worldwide transparency and comparability of fuel prices is an important preliminary step towards the national implementation of rational energy pricing policy.
Based on our international survey in Mid-November 2006 we are pleased to present a data preview from our forthcoming publication “International Fuel Prices 2007“. The survey has compiled filling station pump prices for both diesel and gasoline for some 170 countries. The full publication “International Fuel Prices 2007” will be available in spring 2007.
