CCAP paper – Transportation NAMAs: A Proposed Framework

The Center for Clean Air Policy is pleased to announce the release of the final draft of our paper, “Transportation NAMAs: A Proposed Framework.”  This paper discusses the importance of addressing greenhouse gas emissions from the transportation sector in developing countries and suggests that supported NAMAs provide an important opportunity to truly transform the transportation sector in many countries.

To realize this opportunity, CCAP is proposing that the following principles be established to promote effective adoption of supported transportation NAMAs:


  • Develop comprehensive Low Carbon Transportation Plans for countries and metropolitan regions.

  • Create a transportation “window” in the Copenhagen Green Climate Fund with dedicated, sector-specific funding and evaluation criteria.  (We suggest evaluation criteria for supported transportation NAMAs in the paper.)

  • Earmark funding for planning and capacity-building.

  • Fund bundles of projects and policies.
