TRANSPORT OUT OF THE GREENHOUSE – from COPenhagen to Implementation

Transport emissions are growing, while climate targets are getting stricter: the gap is closing. We are rapidly approaching a future where transport could occupy or even exceed all of the ‘allowed’ CO2 emissions, if measures
are not taken. Many potential climate policies and strategies for transport have been analysed, but few have been implemented. Within industrialized countries there is a history of infrastructure development focused on individual motorized transport. Changing this requires long term investments, and changes to mobility patterns. For developing countries it is important to prevent a similar development lock-in that precludes unsustainable mobility pat-
terns. What are possible policy pathways and appropriate institutional frameworks for achieving transitions towards low carbon transport in industrialized countries, and to avoid repeating the failures in developing ones?
At this seminar you will meet two leading international UK-based experts on transport and climate policy analysis, John Whitelegg and Holger Dalkmann and hear their views on what it takes to make real changes happen

10.15 Beyond scenarios for a zero carbon transport system for the UK in 2050
John Whitelegg, Stockholm Environment Institute, UK
The results of a recently completed research project “Towards a zero carbon transport system for the UK in
2050” will be presented. John will explore the next stage of this research : Understanding the (un)willingness of
politicians to take decisive action to deal with the urgency and severity of climate change threats and the impor-
tance of dealing with lifestyle, consumption and distance as a consumer product in developing the will to act

11.15 Transport and climate strategies for developing countries
Holger Dalkmann, Transport Research Laboratory, UK
The presentation will discuss low-carbon transport policies options for developing countries. Using “leapfrogging”
in terms of both technology and knowledge as a central notion, it outlines the available transport policy instru-
ments. The limited role that the flexible mechanisms introduced in the Kyoto Protocol have played for develop-
ment sustainable transport systems will be touched upon. Post-2012 instruments that could be used to bridge the
gap between climate and transport policy will be discussed.

John Whitelegg is a Professor of Sustainable Development in the Stockholm Environment Institute, University of
York (UK). He is also a Visiting Professor of Sustainable Transport at Liverpool John Moores University (UK) and
editor of the journal “World Transport Policy and Practice”. He is active at the national policy level in the UK as
deputy chair of the Local Government Association Regeneration and Transport Board which represents 400 local
authorities
Holger Dalkmann is Program Director of Sustainable Transport and Climate Change activities of the Transport
Research Laboratory (TRL). Holger Dalkmann has fourteen years experience working in the sustainability and
transport field. He worked as a policy adviser ministries in China and New Zealand and works as principal consul-
tant for the ADB, World Bank, UNEP, EEA and gtz. Holger has recently published a sourcebook on Transport and
Climate Change, and been responsible for side events at the COPs covering the link between transport and cli-
mate change
